The f40 group has major concerns around the growing demand on SEND budgets and the urgent need for an overhaul of the SEND funding system.

We want to ensure children are provided with the right level of care, and that local authorities have sufficient funding to meet those needs.

Currently, many local authorities have deficit SEND budgets that are continuing to grow. There is little indication of how these deficit budgets are to be dealt with in the future in a way that is not detrimental to our children and young people.

f40 is inviting all local authorities across England, both f40 member authorities and non-members, to complete an online survey that will help us to paint a national picture of the SEND funding crisis.

We hope to use the data gathered to support reform in the High Needs Block. We will also share it, in general terms, with the Department for Education’s funding team to illustrate the extent of the problem.

Only by having every authority’s input can we truly highlight the issues we are all facing.

The survey has been sent directly to every local authority across England. However, if you should have received it and do not have a copy, please contact f40 secretary Karen Westcott on
