Funding reform on the cards: f40 celebrates consultation

LEADING members of f40 – the group that campaigns for fairer funding of education – have welcomed the launch this week of a consultation on school funding reform.

The government has announced that it will initially consult on the “rationale and principles” for reforming school funding.then, in the summer, taking the first stage results into account, will publish further proposals for wider consultation.

F40 Chair, Ivan Ould, who is also Lead member for children’s services in Leicestershire, said he was delighted that the initial consultation has been launched and that it was clear that the government was now acting on f40’s well-documented complaints about the inequity and unfairness of the present flawed funding allocation system.

“He said: “Over many years f40 has campaigned to change the very unfair formula that created a “haves” and “have nots” system where there was an extremely large gap between the best and poorest funded authorities.

“We have campaigned for this review for more than a decade but have often felt exasperated with successive Secretaries of State and Ministers who have listened politely to our case but not taken any meaningful action. It is gratifying that at last we have a clear recognition of the justice of our campaign.

“The wording in the White Paper – The Importance of Teaching – that preceded this consultation could easily have been written by f40: ‘the current spend-plus funding system is opaque, full of anomalies and is unfair. Our aim is to create a new funding system which is fair, transparent and able to support a diverse range of school provision’.

“Like the government, f40 wants a funding system that will distribute funds in a fair and logical way and distribute extra resources towards those pupils who need them. Equally. We want that system to be transparent and easy to understand and explain.”

As a special interest group recognised by the government and LGA, f40 will be actively contributing to the consultation.
