f40 represents a group of the lowest funded education authorities in England where government-set cash allocations for primary and secondary pupils are the lowest in the country.
As the gap between the ‘haves’ and the ‘have nots’ continues to widen, f40 is campaigning to change the way the government allocates funding to Local Education Authorities and schools.

These low funded county, metropolitan and unitary education authorities represent almost 20 million people in nearly 200 Parliamentary Constituencies. The Group has the support of MPs, councillors, education directors, governors, head teachers, parents and teaching union representatives.

The Campaign
F40’s primary and consistent aim is to influence a change in the way the government allocates education funding to local authorities and schools.
The Group had hoped that changes to the funding formula introduced from 2002 onwards would have met the requirements of the worst funded authorities but, with only one or two exceptions, the same authorities continued to be at the bottom of the funding league table.
Changes to the formula in recent years have not been sufficient to alter the system in favour of the lowest funded authorities. The government's adjustments made the formula somewhat easier to understand, but this new transparency also made it clearer that the outcomes are no fairer for f40 authorities. To some extent, the tinkering with the formula has increased the disparity and the gap between the ‘haves’ and ‘have nots’ has widened year on year.
While the Group welcomed the extra investment in education over recent years, it believes the failure of the funding formula to address fundamental problems has left it with no choice but to maintain its campaign in search of meaningful change that will benefit member authorities and the children they are educating.

Dedicated Schools Grant Formula Review 2008-10
In late 2008, the government launched a major review of the DSG funding formula. This continued throughout 2009, with the government commissioning research and gathering evidence from local authorities and special interest groups, including f40.
On 15th March 2010, the government announced the outcomes of its review and formally launced a three-month consultaion on its proposals for a new distribution formula.
